Choose Devin Cloud / CLI when…

  • You need agents that run without an open IDE, including parallel cloud capacity
  • Terminal / ACP / plugin governance is how you work
  • The ticket is a session you review, not a day of co-editing

Choose Windsurf when…

  • You want Cascade in the editor as your primary coding surface
  • Tight steer + apply in-file is the daily motion
  • You’re already standardized on the Windsurf install

Use them together (the point)

This pairing is literal: Windsurf became Devin Desktop after the Cognition acquisition, so “together” is one product family rather than an integration:

  • Same editor, two agent lanes. Hands-on co-editing (the legacy Cascade lane) and Devin Local / CLI sessions live in the same Desktop; the Agent Command Center directs cloud sessions from the IDE.
  • Local → cloud is one command. The CLI’s /handoff sends the current task, context, and branch to a cloud Devin that keeps running after the laptop closes.
  • Other agents run inside it. Desktop’s ACP support hosts third-party agents, so the editor is a venue, not a wall.

The workflow: edit hands-on in Desktop → spin Local sessions for scoped agent work → /handoff anything long-running to the cloud → track it all from the Command Center.

Honest overlap

This is usually both/and inside one product family: Windsurf for hands-on editing, Cloud/CLI Devin for autonomous jobs. Read Cognition release notes for Desktop vs CLI vs Cloud — parity moves with those changelogs.
